Community Wastewater Management Program

This program is intended to fund the planning, design and construction of community septic systems, wastewater treatment plants and/or the creation of septic maintenance districts in several specified West-of-Hudson communities.

The hamlets were named in the priority list of communities in need of wastewater treatment, which was included in the 1997 New York City Watershed Memorandum of Agreement  (MOA). Seven other communities preceding these hamlets on the MOA priority list were addressed by the City-funded and separately managedNew Infrastructure Program.

The CWC selected Lamont Engineers PC of Cobleskill to evaluate and design the projects. Each of the projects involves defining, designing and constructing the type of wastewater handling and management system to be employed; establishing septic district boundaries; creating and mapping the district; engaging in environmental review; adopting appropriate use ordinances; determining funding; acquiring property; obtaining easements and rights of way; advertising for bids and finally building the project.

Completed systems, include:

Bovina Center: Community Septic System designed for 20,000 gallons per day (gpd) with 72 connections serviced by large diameter gravity sewer collection system. Treatment system consists of large absorption beds.

 

DeLancey: Septic Maintenance District consists of 59 properties (all inspected in 2006). 16 on-site septic systems replaced in 2007. One system replaced per year or as needed ,  determined by Town of Hamden. All systems are inspected annually or every three years.

 

Hamden: Community Septic System designed for 26,000 gpd with 91 connections serviced by large diameter gravity sewer collection system. Treatment system consists of recirculating sand filter beds followed by shallow cut-and-fill absorption beds.

 

Bloomville: Community Septic System designed for 30,000 gpd with 108 connections serviced by large diameter gravity sewer collection system. Treatment system consists of recirculating sand filter followed by shallow cut-and-fill absorption beds.

 

Boiceville: Wastewater Treatment Plant designed for 75,000 gpd with 125 connections, including Onteora Central School, serviced by large diameter gravity sewer collection system. Treatment plant consists of sequencing batch reactor (SBR), sand filtration, microfiltration, and ultraviolet (UV) disinfection.

 

Ashland(added to the program under terms of a settlement between the USEPA & the NYCDEP): Wastewater Treatment Plant designed for 26,000 gpd with 80 connections serviced by small diameter gravity sewer collection system. Septic tank effluent is conveyed to treatment plant that consists of recirculating sand filter beds, microfiltration, and UV disinfection.

 

Trout Creek Community Septic System designed for 16,000 gpd with 55 connections serviced by small diameter gravity sewer collection system. Septic tank effluent is conveyed to three treatment sites with cut-and-fill absorption beds.

Under construction:

Lexington: Community Septic System designed for 25,000 gpd with 66 connections to be serviced by small diameter gravity sewer collection system. Septic tank effluent will be conveyed to treatment site that includes pretreatment followed by absorption beds.

South Kortright: 53 connections for 20,000 gpd to be serviced by large diameter gravity sewer collection system that will be pumped to Village of Hobart WWTP via existing Allen Residential Center pump station and force main.
