On January 21, 1997, New York State Governor George E. Pataki, and New York City Mayor Rudolph Giuiliani joined the United States Environmental Protection Agency, the Coalition of Watershed Towns, and members of the environmental community in the signing of a landmark "Memorandum of Agreement" for the long-term protection of water quality in the New York City Watershed. This online "guide" is designed to summarize, for the benefit of community leaders and Watershed residents, the components of the Watershed Agreement, and its consequences for them and the towns and villages in which they live.

Although the execution of the Watershed Agreement is a landmark event, it is only the first step in a lengthy and ongoing process that will require intense participation and effort on the part of local officials and communities located within the Watershed. It is hoped that this guide will help local governments to plan for the work that is to come -- for only through participation and cooperation among the parties involved will the goals and objectives of the Agreement be realized.
